Is it true??? QoS and VPN cannot be used in 827-4V ???

I just read an article (QoS on Cisco 800 Series Routers) where states that QoS and VPN IPSec tunnels cannot coexist because the platform (800) does not support QoS Preclassification... Is this true???

Any alternatives???

Not all platforms support QoS for VPN. To the best of my knowledge, some of the routers which support the same are 2600, 3620, 3640, 3660, 3745, 7100 and 7200.
