I am sharing my experience as I was not able to find a solution and had o raise a Meraki TAC case to be told that when you configure a:
The expected behaviour is indeed to drop the clients off vpn thus you will need to replace the MX firewall or mitigate it by performing changes outside of hours.
Unfortunately, their documentation and the MX sales information does not provide this information and did request their make this public knowledge.
