Multihomed 1811 with PBR & Multiple 871's - Site VPN's

Alright,

I am setting up a 1811 to utilize both WAN connections for load sharing purposes.  However, I only wish for the router to use the second WAN(PPPoE) if the primary goes down for VPN connections.  I have the Object tracking and PBR setup already and have tested it.

Attached is the config as it is currently.

I am wondering what I specifically need to do to get it working.  Ignore any crypto key related commands that are missing as well as some other minor stuff.  I am specifically looking for what I am missing with relation to setting up the VPN's to work primarily on one interface and then fail over to another.

Forgot to add that the peers are all 871 routers with a default peer and then a secondary peer configured.
