Hi,
first of all, you cannot use the NM-8B-S/T to access the Digital Modems, please see:
http://cisco.com/en/US/products/ps6441/products_feature_guide09186a00806b941f.html
In any case, you need 12.4(9)T or later for the Digital Modems.
Hope this helps, please rate post if it does!

oh, oh, oh...
You right, but I don't use any PVDM2-XXDM modem.
I try to use old EoS hardware modem NM-12DM-RF.
This hardware can work fine with NM-8B-S/T...
But I have trouble with NM-12DM-RF and 3825...
This module (NM) does not work fine with 3825...
What should I do?
Thank you for your opinion...

No, you're right, because I don't read properly (sometime one only read what he wants to). Sorry for the confusion.
I think you're in the right to open a case with the tac so they can reproduce the problem. This document:
http://cisco.com/en/US/prod/collateral/routers/ps5855/prod_qas0900aecd8016a953.html
Clearly state that despite being EoL, both network modules are supposed to work on the 3800. Then perhaps they just don't :(
