options grayed out on VPN client upon startup

I have preconfigured the VPN Client 3.6 with our specific IP info, passwords, etc.

Once I install the "packaged" VPN Client to another machine, the VPN client pops up as it should but the options are grayed out upon Win logon but once in Windows options drop down returns. This means the client cannot view anything under options until after logging in. The NEW button is also grayed.

I have hammered google and cisco site, went through all parameters and changed various settings to no avail.

Does anyone have a fix for this or ever seen this?

If you are using vpnclient.ini filethen this feature forces a user on Windows NT, Windows 2000, and Windows XP to log out and log back in to the network without using cached credentials. You cannot use this feature with Start Before Logon. If users are connecting via dialup (RAS), you should add the registry key. Adding the registry key assures that the RAS connection does not drop when the user gets logged off.
