This is a tricky question, and I'll off you my personal opinion. The per-tunnel QoS feature for DMVPN gives you the ability to provision and map a spoke to a particular QoS group, and you can configure as many groups as you want. The scaling limitation comes in with the number of active shapers in your QoS policy, and I think you may be able to get up to 50 active shapers on a 7200 G2, and your mileage may vary depending on other forwarding features you are running on the box. Again, this just means you can't have more than 50 shapers active (per-spoke traffic hitting the shaping rate, thus the qos policy under the parent shaper is taking effect) at the same time, and hopefully that doesn't happen often, and it doesn't happen to all of your spokes.
