When the Cisco VPN service is running, I can't get a ping reply from my laptop. As soon as I stop the service, I can ping my laptop and I get a reply. Is there any setting in the VPN software that will allow the PC to respond to ping without having to turn off the service.

just wondering if you are referring to the vpn client software running a laptop, and when the vpn client has established a vpn tunnel, then you can't ping.
the issue maybe related to split tunneling not being configured on the vpn server.
if further assistance is required, please advise what sort of device is acting as the vpn server.

Sorry, actually it's when the VPN connection is not active. But, I know it's the VPN client service that is causing it.

verify whether the client application built-in firewall is enabled.
launch the app, options > stateful firewall (always on).
