I am running a windows 2008 Hyperv host on my home computer, which is also my active domain controller in my house. I have a windows 7 hyperv guest running under my windows 2008 hyper v, it's not part of the domain. The only purpose of this windows 7 setup is so that I can have my vpn connection to the office done underneath it. Unfortunately when vpn connection is active I cannot ping reach my windows 7 from my hyperv host and I can also not reach from windows 7 out to my hyperv host. All my computers / virtual machines are setup for static ip.

Is there any way I can some how open some ip address connections even the cisco vpn is connected?

What is configured at the VPN server? All config is pushed from the server towards the VPN Client, so you would need to check the config on the VPN server.
Do you have split tunnel configured? If you don't, you would need to configure split tunnel to be able to access local LAN, and your local LAN can't be in the same subnet as the remote LAN.
