Dear All,
Let me expalin my scenario
Site A Site B
FW -outside interface 172.31.16.6/28 -----Dedicated link between site A and site B ------------- FW- outside interface 172.31.16.1/28
FW - Inside interface 192.168.1.0.24 FW - inside interface 192.168.2.0/24
Please let me know whether I can create site to site VPN tunnel between site A and Site B using my outside interface?

Definitely can.
Here is the sample configuration for site-to-site VPN between ASA firewalls:

Not sure what devices you have to terminate the VPN as it was not mentioned in your post.
