Site to Site VPN with two 1941w routers... sec/k9?

I have two sites both have a 1941w router. I need a site-to-site link between them.

not totally sure how to do this but when i go to the site-to-site feature in the cisco config professional, it prompts with a "securityk9 associated with this feature is not deployed on this router"

i click the configure license and it leads me to a page with permanent licenses and evaluation licenses.

the securityk9 is listed as an evaluation for 60days.

my question is, if i get a securityk9 license, will i have to get one for both routers?

or is there a way to do site-to-site vpn without this license? if so how?

license is per device.

What have you ordered, per default routers include only IP Base.

For VPN you need SEC License
