Tunnel set up connection two routers with different ip classes?

I was wondering how to set up my routers to have a tunnel with different ip classes for each interface. 

I want to connect router "A" interface F0/0 ip is 75.215.40.5 and router "B" interface G0 ip is 212.148.70.4. I am having troubles getting the ip route to work so they are able to set up communication. Any help or ideas would be much appreciated.

How are the routers connected? Are they both connected to the Internet or is this a private network?
