When you say that you're "unable to install", does that mean that the software won't install at all, or that you are having issues with it after it installs?
Is there any particular reason you're trying to use that version of the software? There are newer releases of the 3.1 client available, and v4 as well?
If you haven't resolved your issue and the above doesn't help you, I'd suggest that your question may be better located in the "Remote Access" section of the forums where the Cisco AnyConnect product is more actively discussed than in the "Cisco Cafe" section you have posted in.
