Users cannot intermittently access internet when connected to Cisco anyconnect vpn.

Cisco anyconnect vpn client is 3.1.14018

windows 7 64-bit

internet explorer 11

split-tunnel is configured

internet is accessed via proxy (pac file)

Some advise/troubleshooting steps will be helpful.
