I have 1 PC that can run any version of VPN client and nobody can authenticate from it. VPN 3015 log says NULL Passcode string was sent. The PC have been rebuilt, xp2sp2.

Have you ever installed the soft-token client on that PC where you are
connecting from?
Can you do a search on that pc and see if the file STAUTO32.DLL exists?
The commonality of this issue was the installation of the Soft
Token client on the Computer, this installs the STAUTO32.DLL. If
STAUTO32.DLL exists, The VPN Client it will try to get the passcode from
softID and would then prompt for PIN even when not in new pin mode. However
if the soft-token client was installed then uninstalled and this dll
remained, you won't be prompted for a PIN since the soft token client is
uninstalled. This could cause the vpn client to send an empty password.
If this is the case, I would suggest you delete the STAUTO32.DLL, and test the VPN Client.
