Which version of the cisco VPN client are you using? Are you using the same version on both machines? What is the operating system on the machine that works? And what is the operating system on the machine that does not work?

It sounds like some incompatibility between the VPN client and the operating system. Or perhaps something about the way that the client was installed. Perhaps you might uninstall the client and install it again.
