I have 2951 router and My question is how many site-to-site VPN can i configure concurrently on this single VPN module?
Gigabitether0/0 Airtel Out (Internet)
Gigabitehter0/1 Airtel Local
X.X.X.X AIRTEL Gateway
Gigabitether0/2 TATA Out (Internet)
Giagbitether0/0/0 TATA Local
Y.Y.Y.Y TATA Gateway
i want to enable site-to-site VPN on both Gigabitethernet 0/0 and 0/2
and wondering if this single VPN service module will be able to do the job or not?

I am assuming you are talking about the Cisco VPN Internal Service Module for Cisco ISR G2? If so here are the number of supported IPsec tunnels for the module:
The Cisco VPN ISM supports up to 500 tunnels on the Cisco 1941, up to 2000 tunnels on the Cisco 2900 Series, and up to 3000 tunnels on the Cisco 3900 Series.

That is unlimited. The throughput would be the only thing that would limit your users.
The only time a per user limit comes into play is when using remote access VPN.
