Anybody know what an ISP would key on in monitoring for and/or filtering VPN tunnels (IPsec in particular) with regard to the rumors (or fantasies) of ISP's charging extra for VPN use ???

If I had to guess I'd say they’ll block IP Protocols 50 and/or 51 to pay for VPN. They may even block GRE to block PPTP.
