I Want to create VPN over leased line. Kinle let me know the procdure.

Generally leased lines are considered safe enough to use without a VPN setup on it. I don't remember coming across setups of this kind though I can't see why the normal procedure for setting an IPSec VPN should not work. In real secure environment, ex. the extranet connection between banks, encryption is still required even arcoss private line, so that security risk of evasdropping or traffic tapping will be prevented.
Ipsec is layer 3 encryption protcol, could be running over any layer 3 ip network, regardless across Internet IP or private IP networks.
