How would restrict a VPN user to specific IP addresses on the local LAN. I want them to be able to get to specific devices on the lan but not all devices. I'm leaning towards ACLs but not sure if that's the best way, and if it is then how to create them. I'm using a 3005 concentrator.

Yes you can configure filters (ACL) on 3005 Concentrator.
