VPN Tunnel status Up-IDLE

Could anyone help me with an answer to below.. Please?

Is there a chance of packet loss if VPN tunnel status changes from Up-IDLE  to Active ?

Hi Sreejith,

It is about 2 packet loss can be lost, only in an instance where phase one and two need to be negotiated and however TCP session can resend those loss packet.
