How a purely informative site can have low WBRS ?

Seems this maritime historical site (about a german ship) has inherited a low WBRS:

http://pamir.perso.infonie.fr/Indexm.htm

http://pamir.chez-alice.fr/

As there is only static html page with stric display information (text and photos), it is difficult to understand.

Is it related to the reputation of the hosting domain (infonie.fr or chez-alice.fr) ?

Any other site implementation (URL redirection) that might explain this ?

It can relate to various things, a quick check on blacklist status for the IP address that hosts the first domain shows that it is blacklisted in a few places, spamhaus has it for spam advertising:
