WSA change passphrase not working on GUI

Hello,
We are running 14.0.1-053, I noticed a very weird behavior this morning.
We wanted to change the passphrase for our users because of the expected auditing procedure.
However, while we can login to the cli, we cannot login to gui! ..due to wrong passphrase!
How is that possible? Is there any bug that we should be aware?

where is the users located from local ?
what user you able to login from console ?

We are talking for local users - local admins.
I changed their passphrases via CLI. The access for these users from CLI is possible, the access from GUI is not.

have you tried OLD known pass using GUI ? is that works ?

did you try to restart WEBUI service ?
CLI >> diagnostic >> services >> WEBUI >> restart

We also tried restarting the WEBUI service, but still no results, we have opened a tac case. They are investigating the issue almost two weeks now.
