Cisco WEBEX mute all users on phone based conference call

Hello,

We are using WEBEX where the moderator opens the call via the phone and there is no one using the web portal to participate. All other participants are also dialing in via the telephone as well. The moderator is using the phone commands below to mute and unmute all users on the call. 

to mute all callers ##

to unmute all callers 99

 

There are times this works perfectly but other times when the moderator enters the mute all command (##) where he is muted as well. These calls consist of 200 plus participants if that matters.

Can anyone give me some input as to what we are doing wrong?

The ## feature will mute all users with the exception of the host. Please be sure that the moderator of the call is the host of the call.

Hi, In our case the person running the call is the host. This call is being opened by telephone and all participants are on the phone. The person who opens the call has the following instructions:

 

dial in number = 646-992-2010

meeting number is 123-456-789#

host pin to open the meeting  is 1234

 

to mute all callers ##

to unmute all callers 99

 

He dials in and opens the meeting and other participants join via phone. When he hits ## to mute all so he can speak sometimes it works perfectly and all users but him are muted and other times he is muted as well forcing him to unmute everyone so he can be heard.

Are we doing something wrong here? 

Remember this is not being controlled by anyone on a pc using the portal . This is strictly being done over the phone. Any assistance would be appreciated.
