Hello Cisco Team,
I hope you're all well. I had to conduct an implementation demo for a client's IT department. This requires the use of Webex Support and WebACD. When creating users, I assigned Webex Suite licenses. I checked that users can share content and that the user is active. When creating queues in WebACD, I can't find the users listed in the "Users" section. I've searched but can't find an explanation for what I might be missing.

The answer is here, but the steps are incorrect and contain errors.
The steps indicated are not the same, as apparently the menu has changed.
1.- Log in to Cisco Webex Control Hub (https://admin.webex.com).
2.- Click "User" in the left navigation bar. Type your search criteria into the "User name:" or "Email:" field, then click "Search."
3.- Click on the "User" to change it.
4.- Under the user, go to the "Meetings" tab.
5.- In the section "Settings apply to" menu, change to the site that will host WebACD. Scroll down to the bottom of the page and choose "Advanced Settings." Another web page will appear.
6.- On the new page, look for the "WebACD Preferences" section. There you will find the permissions required for the user to appear in the queue.
I hope this helps someone else, as it seems this is a tool that is rarely used.
