How can I tell if a user has ever used their Cisco IP Communicator?

Since the IP Communicator is ending support we will be going to Jabber as the soft phone replacement.  My question is "How can I tell if a user has ever used their Cisco IP Communicator Phone?"  I don't want to create Jabber for users who have never ever even used their soft phone.  Our service desk would automatically request a soft phone be created for new users whether they asked for it or not so I'm hoping there is a tool where I could see what users were using their soft phones and which ones never used it.

If you are using CUCM as the server, you should be able to query the RISDB and it should contain last registered information. This may be a useful previous post:
