I work at an organization where it is the policy that our users can not use WebEx on personal devices. Is it possible to enforce a policy / rule where I can prevent users from simply installing WebEx on their personal devices and then start using WebEx?
Or is it possible to restrict incoming connections to my WebEx server via IP or MAC address? I.E., only these IP / MAC addresses are allowed to connect?

You will need to enable Single Sign-On and then implement this restriction on your Identity Provider. I believe Microsoft Entra calls it Conditional Access, as an example.
