WebEx Desktop "Hijacking" cameras? What is the solution?

This isn't a new issue, but I'm seeing it on more computers than I did in the past, and its becoming a bigger issue.

In short, when people have WebEx Desktop running even when there are no meetings going on, it "hijacks" the camera so other apps cannot use it.

The only solution appears to be to Task manager -> End Task on the 3 webex processes.

I'm surprised I haven't seen more about this when I search, but I was wondering if people have a good solution to it? Users with this issue avoid using webex due to this inconvenience.
