We use the Webex mobile app for phone calls only. Is there a way to silence ringing outside of regular working hours? We have an employee that only wants to hear her phone ring during her regular hours.

This can be accomplished by using the auto attendant within calling features…..you can build a work schedule and then send after hours calls to VM or record any message you desire.
For one user from the app click the avatar settings<>Calling<>Advanced call settings<>incoming calls<>do not disturb

In the user portal (https://settings.webex.com/ -> Calling), the user may configure a "Selectively Accept Calls". That one does accept a schedule and may be configured to forward calls to another extension/voice mail if the user is not on shift.
Besides that, the user may use the do not disturb function of the mobile as well, for sure..
