The answer to that isn't a simple one and will depend on:
1) What device you are using
2) what you are trying to do with it (or optional features you may need)
3) your call control platform
Are you using it with the Webex Cloud, or with a CUCM (or some other call control platform), or setting it up as a standalone endpoint? Depending on your use case, you may or may not need licenses, and what you may need to buy will vary depending on how you are connecting it. There may also be other licensing options (ie Option Keys for Remote Monitoring, or AV Integrator licenses) you need depending on the features you need.
