Can a Co-Host access a Meeting Recording

Query from Pongsak.W in webex4devs space

for the co-host, can he see or access to recordings (of that session) on the Webex site not the url that host sends to him?

or is it possible for host to delegate role (host) to the one who is not have a license to create meeting himself?

Not even cohost, anybody can access the Meeting Recordings of a webex Site, but the person has to have the Admin role and Admin level scopes in that site to access the Recordings.
