CreateUser, SetUser XML API rate limit

Earlier I got the following information:

"CreateUser, SetUser XML API rate limit: 10 API requests per second per site". 

Now I am unable to find the source of this info. I also know that other XML APIs are not affected (e.g. in concrete: GetloginTicket). Dear Cisco folks, could anyone please direct me to a link publishing this rate limit, or confirm that this rate limit pertaining to the CreateUser and SetUser XML APIs, are not valid anymore? Thanks in advance for the clarification.

@Lajos Demeter confirmed, the current rate limit for both CreateUser and SetUser is still 10 API requests per second per site.
