Hi there,
Does the developer sandbox account allow calls to be recorded? I can retrieve meeting recordings fine through the API, but can't seem to record phone calls. Having recording of calls is necessary to test the API.

When you mention Webex Call recording, do you mean the Calls that you're making from Webex App/Desktop client using the "phone" icon, next to "video" icon?
If yes, then such Call can't be recorded in Webex and you can't even access these Call details later.
Only those Calls can be recorded which are done through Webex Calling devices and for making such Calls, you need to have Webex Calling licenses along with a PSTN number.

If I have the license and PSTN number, will the calls then be recorded and accessible through the API? What's the cheapest route to go for testing these calls? Do I need to purchase a calling plan here? https://pricing.webex.com/us/en/hybrid-work/calling/
My company servers the public sector and I'll be happy to chat with a sales person to meet our needs.

Yes those Calls can be recorded and even you can access those recordings through Converged Recording API.
If you expand the API folder, you can find the underlying Call recording APIs in it.
Currently for Webex Meetings - there is a separate set of APIs for it, however the future plan is to include the Meeting APIs as well under this section.
But as you mentioned correctly, you need Webex Calling professional license for such PSTN Calls and that's the correct page URL for checking the pricing.
