How to list down or create user on particular site using REST API?

Hi Team,
I went to Control HUB and found we could manage multiple sites.
I went through Webex API and I found we could create a user https://developer.webex.com/docs/api/v1/scim2-user/create-a-user.
But I am not able to find the API which will say "Create a User on a particular site".
Is there any API which will specify to create a User on particular site?
Also, it will be good to have API which will list Users of particular site.

@prashant-chinchkar as sites belong to orgs, you would first create the user on the Org, and then assign a Meetings license to a particular site. You can use the License AP Ito assign licenses: https://developer.webex.com/docs/api/v1/licenses/assign-licenses-to-users .
