List all Webex Messages with Admin Account

How would an admin get all messages from an org, both in space and direct, listed with the least calls possible?

@jozanini If the admin is a Compliance Officer, they can use the spark-compliance:messages_read scope, but even so, they would at least need one call to /messages per room. We do not have an API, that would return all messages from every single space with one single call as it would be performance breaker for sure.
