Removing `ciscouc` Entitlement via Webex API

Hello. I am having an issue with getting Webex Calling to work within the Webex App (all platforms) for users in our Org, that were originally in the Org when it was Spark Calling. Registering a Cisco IP Phone works fine. 

In working with TAC, they are stating that the `ciscouc` Entitlement is what is preventing this from working for our users. Is there a way I can remove that for my users via the Webex API or is this one that only TAC can remove?

@Jeremy Combs via the APIs you could only remove licenses using the /people API https://developer.webex.com/docs/api/v1/people/update-a-person . If this entitlement is not tiedto a license, I don't think you could use the Webex APIs to remove it.
