User cannot log into Webex No Permission

I have a user who has a webex account that appears to be set up correctly. He has active directory account with appropriate Webex and Webex Scheduler members. I reset his account with no luck. I then deleted his account and re-created it and still no luck. 

User is getting

When he clicks continue he gets the following

Anyone have any suggestions.

I have sometimes seen this when I have an issue with cached files and cookies and the browser trying to use an alternate account e-mail or login info.  Have you tried a fresh browser, cleared your cached files and cookies, or tried incognito/inprivate browser tab?  Also make certain the site is the correct Webex site they are trying to log into.  You can try pointing them to user.webex.com instead of the site specific to your org.
