Does a video recording of a meeting show only one person?

When I looked back at the minutes of the meeting, I realized that the recorded video only showed a person speaking.

Can't the software record all the participantsin the meeting as shown in the picture below? thank you

The recording view is controlled in the recording preferences in your webex site configuration in Control Hub.
