@jamalansari to add on to what @John Steele said, you will need to click on Meetings and select that Site to locate the Security settings regarding the Join rules.  Here's a link that has more information to help you determine which settings are needed for your organization:

You can find this when you schedule the meeting via https://sitename.webex.com.  In the security option, modify the join rules.
