Recommendation for specifications for PC or Laptop connecting to Webex Meetings

I have a very large user base that currently uses Webex meeting center and event center.  We have been unable to turn on Video backgrounds as when we enable this feature the user video experience is terrible.  Video is very poor and we see high CPU utilization typically north of 80-90%.  I am looking for minimum specifications for a laptop or desktop CPU or Video cards?
