Can my employer access conferences that have been held with colleagues or record conferences that pass between employees in webex ??

First to be clear that in the US ( I am not sure of other countries laws) the company does not need consent to monitor usage of their environment. They may do so without any notification and/or limitations. With that said, a more ethical company would notify their employees and an even more ethical company wouldn't do it unless there were some investigation or had reason to do so in order to protect their company.

If your Webex is managed by your company the IT admins that manage the Control Hub portal have access to some information about past meetings, currently running meetings and recordings. They can see participants, whether there was content shared or not, from where each participant has joined, if the meeting was recorded, and so on. But about seeing the recorded content, I have to test if it's possible.
