Can the Chat History be retrieved from a WebEx meeting that has been closed?

If the chat is not saved or a meeting is closed accidentally, the chat history cannot be retrieved.

AFAIK, it cannot. Just for common spaces you may retrieve the messages via the Webex Rest API
