Video issues when streaming and recording, not present in interface

Hello team, hoping I can get some help, I am working with support but do not seem to be getting anywhere.

 

We have been using WebEx for about a year and this problem just started happening about a week ago.  We stream meetings via rtmp to YouTube as well as a broadcast server.  Although everything appears fine in the Webex interface, watching the stream and the video, there are several instances where the video just freezes.  Even when not streaming, the video in the recordings exhibits the same behavior.  During one stream, I noticed that if they were on the view where it is just a small window, it was fine, but if it came into a focus view, it was frozen.  This is also happening to another account in the organization, and on a few different networks, so it really can't be a bandwidth issue, and the fact that it is fine when we are in the interface, but the recordings are messed up also tells me its not a bandwidth issue.  Here is an example of what I mean.

It seems like this happened after the latest update.  I am still waiting to hear from the engineer assigned to the case, but have not really got much more than uninstall the app.  Just wondering if anyone had any idea of what could be happening, and how we can get it fixed.
