question if i enable web ex assistant for my site (globally) do i still have to assign a license for each user i have been instructed by our management team to not enable for everyone ... we want to do it per user request  ...

Also i believe transcription is still a paid service it dosent  show up unless u are paying for it ...

Only those users that you assign the license to will be able to use the Webex Assistant. You can choose to enable this for all users or only specific users so you should be able to support your management team's requirement.
