do you have the app on your mobile device too? Being on your phone may show that you are being active in the same way fb messenger shows you as active if you are just on your phone, not even the app specifically. if not, try changing your availability yourself and turn on do not disturb in webex. a simple recommendation as always, but are you sure your webex app is updated to the newest version? i say that because some others have noted their status not being correect and an updated app being a quick fix. hope i helped
