Do I Need Webex Events to Host an External Webinar?

I want to hold an external webinar and send emails to a mass distribution list. I need people to register for the webinar. Can I use Webex Teams and Meetings for this purpose and if so, how do I t do it? OR, do I need Webex Events?

Teams does not have a registration feature, but Meetings does!
