An verbal announcement may be required based on where you are located, so I would be careful shutting it off before checking your local laws. However, this is an admin feature which can be shut off in Control Hub for everyone by going to Meeting > your site > Settings > Security > Audio Warning > toggle it off.
This will work for both Meetings and Webinars.
