AP's fail to register in a WLC 2106 ver 6.0.196.0

I have the following configurations yet the AP give the errors below

*Dec 14 20:30:14.494: c8:bc:75:c9:27:54 Received a Discover Request from e8:4f:75:29:77:24 via IP broadcast address but the source IP address (10.20.5.70) is not in any of the configured subnets. Rejecting the request

AP are configure to receive ip address in the 10.20.5.0/24 subnet where the DHCP is also configured.

DHCP CONFIG

int vlan 5

ip add 10.20.5.1 255.255.255.0

no shut

ip dhcp pool AP

option 43 ip 10.20.2.2 (should this be 10.20.2.3 <AP management address>)

default-router 10.20.5.1

network 10.20.5.0 255.255.255.0

ip dhcp exclude-address 10.20.5.1

Also, can I use the option 43 ip (ip of wlc management_address) rather than the option 43 hex (hex TLV)

Can anyone help me with a reason the AP are not registering?
