APs Continue To Say Operational Status Downloading

We have a WLC 5508 that was working with 40+ AIR-CAP2602I-A-K9 APs. We purchaesed over a dozen new AIR-AP1852I-B-K9 APs to add for a new location. We were getting DTLS errors on the WLC when the new APs were trying to register, so we upgraded the WLC to the new 8.0.113 code. That fixed that problem and the APs are showing up in the WLC unser Wireless>All APs. However, under Operational Status the all say "Downloading". After a few minutes, they will reboot and reregister with the WLC, but their status still says Downloading.

Under WLANs>Advanced>AP Groups, we have only one group configured currently called "default-group" and the APs all show up under that group.

The working CAP2602 APs are in AP mode "FlexConnect" and AP Sub Mode "None"

The non-working AP1852 APs are in AP Mode "Local" and AP Sub Mode "None", however FlexConnect is not an option in the drop down menu.

What do I need to do to get these APs working?

Aironet 1850 series are compatible with WLC running at least version 8.1.111.0

After that, you may face some issues regarding the wireless regulatory domain. Your actual APs are in domain A and new one are in domain B. To have those new APs working on your WLC you need to add the country matching B.

In other words, A is normally Canada and B USA. Your WLC should have Canada as country today but you need to add USA as well.

Here how to do it:

Configuring Country Codes (GUI)
  1. Disable the 802.11 networks as follows:
  2. Choose Wireless > Country to open the Country page.
  3. Select the check box for each country where your access points are installed. ...
  4. Click OK to continue or Cancel to cancel the operation.
  5. Click Apply.
