Can not access WLC 2504 GUI

Working on setting up a WLC and AP for SISE studies. I have the IP for the WLC configured and I can ping the gateway. I can temporarily reach the webgui then I'm unable to but can still ping the management IP. Also I can not ssh to the WLC. I manually set the time and date. I've tried chrome, firefox, edge, and IE. All will temporarily get access after I reboot the WLC then lose it. At one point I received and unsecure message when trying to access it through chrome.  I don't have a support agreement to download the latest release. I'm assuming the issue is the cryptography that it's running. Is there a command that forces it to use something more secure?

From memory the certificate on 8.2 is not able to be accessed via HTTP/s in any moden web browsers

Is SSH enabled. Do you have console access?

I do have SSH enabled and do have console access as well. I'll try to attach some images later so it's clear what I'm trying to achieve.

I purchased a 2504 to use in my studies for SISE. I've done the initial setup and everything will work fine for a few minutes. The issue I'm having is that all access options other than console stop working. I've enabled webmode, securewebmode, and ssh. The time is accurate I can ping the management IP from any device, even ones in different vlans but I can't ping anything from the WLC after the first few minutes of a restart. I even enabled these settings to see if that would make a difference because I got an unsecure error using chrome and it wouldn't go to the gui. (Secure Web Mode Cipher-Option High, Secure Web Mode Cipher-Option SSLv2) I don't have a service contract for this, so I'm unable to get software and attack the issue from that angle. Any suggestions that I can try?
