Why does ap channel utilization rises into 100% even if the users are only 2 for 2.4ghz and 3 for 5ghz?

It means the channel is fully utilised.  This might be by your users, users of other WiFi systems in the same band, or perhaps even interference.

Do you mean the interference of other wifi rogue might be the cause. So how can I avoid that?

Telnet/SSH into the WLC and provide the complete output to the commands "sh ap auto-rf 802.11a <AP NAME>".
